That range looks absurdly wide until you understand what sits inside it, because the plants are the cheapest part of the job. Most of your terrace garden cost in Pune goes into the layers you will never see once the garden is finished.

Waterproofing: ₹80 to ₹140 per sq ft
This is the line item people try to cut, and it is the one that ends careers in terrace gardening.
A terrace garden changes what your slab experiences. An empty terrace sheds water in minutes. A planted terrace holds moisture against the concrete for hours after every watering, and for days during monsoon. Any weakness in the slab that was survivable before becomes a leak.
Pune makes this worse than most Indian cities in one specific way: the rain arrives in concentrated bursts. According to India Meteorological Department figures, Pune averages about 763 mm of rainfall a year, and roughly 605 mm of that falls between June and September. July alone averages around 184 mm. Nearly four fifths of your annual rainfall lands in four months, on a terrace that is now holding it rather than shedding it.
Costs by system:
- Bituminous membrane, torch applied: ₹80 to ₹110 per sq ft. Reliable, widely available, the default for most Pune terraces.
- Polyurethane coating: ₹110 to ₹140 per sq ft. Seamless, better around irregular shapes and parapet junctions, more expensive.
- Existing membrane in good condition: ₹0. This is why the price range in the first table is so wide.
If your building is under eight years old and the terrace has never leaked, get it inspected before assuming you need a new membrane. Plenty of terraces do not. We have talked clients out of this spend more than once, and it is the fastest way to bring a project from ₹1,20,000 down to ₹75,000.
Drainage Layers: ₹40 to ₹60 per sq ft
Above the membrane sits the part nobody photographs: a drainage board or gravel bed, then a geotextile filter sheet, then your growing media. The filter stops soil washing down and clogging the drainage layer, which is what turns a terrace garden into a shallow pond by year two.
Slope matters as much as materials. A fall of 1 to 2 percent toward the drain outlets, meaning 10 to 20 mm for every metre, is what keeps water moving. Many older Pune terraces were laid flat or have settled unevenly, and correcting that adds screed cost.
Growing Media: ₹45 to ₹70 per sq ft
Not soil. This is where the structural limit becomes a budget item.
IS 875 (Part 2), the Indian standard for imposed loads on buildings, designs accessible flat roofs for 1.5 kN per square metre, which works out to roughly 150 kg per square metre. Inaccessible roofs are designed for half that. Ordinary garden soil, saturated after a monsoon downpour, gets heavy fast, and a 300 mm bed of it can eat that entire allowance before you have added planters, water, people or furniture.
So terrace media is engineered light: cocopeat, perlite, compost and a minority fraction of red soil. It costs more per cubic foot than the soil a mali would bring in a tempo, and it is not optional on an upper floor.

- Deep beds sit over beams and load bearing walls, not mid-span
- Bed depth matches the plant, 150 mm for herbs and greens, 300 mm for shrubs, 450 mm and above only where the structure clearly allows
- Any building over 25 years old gets a structural opinion before permanent beds go in

Planters and Beds: ₹50 to ₹90 per sq ft
Fibre and FRP planters are the sweet spot for terraces, light enough not to fight the load limit and durable in UV. Ceramic and concrete look better and weigh considerably more. Grow bags are cheapest and last two to four seasons in Pune sun before they degrade.

What Makes Two Quotes Differ by ₹60,000
Same area, wildly different numbers. Usually one of these:
Waterproofing status. Already covered, and it is the biggest single swing.
Access. Everything goes up. On a building with a service lift, material handling is straightforward. On a fourth floor walk-up, carrying media, planters and paving up a staircase adds labour days. This is a real and legitimate cost difference, and any honest quote will tell you it is there.
Structural work. Terraces that need screed correction for slope, or parapet raising for safety, carry civil work before any gardening starts.
Hardscape ambition. Decking, pergolas, seating and lighting can quietly double a project. A ₹1,20,000 garden becomes a ₹2,50,000 outdoor room, and that is a legitimate choice, just not the same product.
Plant maturity. Semi-mature specimens cost several times what saplings cost. Instant effect is a real thing you can buy.
The PMC Rebate Most People Miss
Here is money most terrace garden owners in Pune leave on the table.
Under Section 140(B) of the Maharashtra Municipal Corporations Act, the Pune Municipal Corporation offers a property tax rebate for eco-friendly installations. Install any one of solar, rainwater harvesting or vermicomposting and you get 5 percent off your property tax. Install any two and you get 10 percent.
A terrace garden pairs naturally with two of the three. A vermicompost unit processes your kitchen and garden waste and feeds the beds. A rainwater harvesting connection makes obvious sense on a surface that is already collecting and channelling water. Together, they qualify for the full 10 percent.
Two conditions worth knowing. Applications go to your PMC regional office ahead of the annual cutoff, which has fallen in mid-February in recent years, so a garden built now is applying for the following cycle. And the rebate depends on the system actually working. PMC has been explicit that inspection findings of non-functional installations mean the benefit is withdrawn.
This is not a niche scheme. PMC records show properties claiming these eco rebates grew from 23,173 in 2012 to 2013, to over 1,11,000 by 2022 to 2023.
On a flat that pays ₹12,000 a year in property tax, 10 percent is ₹1,200 annually. It will not fund your garden, but over the ten to fifteen year life of a well built terrace garden, it meaningfully offsets the maintenance.
The Return Nobody Puts in the Quote
Terrace gardens do something measurable to the room underneath, and the research on this is now reasonably solid.
A study of rooftop home gardens in Bangalore, published in Environmental Research: Climate, recorded indoor temperature reductions of roughly 4°C to 11°C in rooms below planted roofs compared with rooms under fully exposed roof slabs, varying by season and sun position. Similar Indian modelling work has put the cooling effect in the same broad band, with the variation driven by canopy density and how much of the roof is covered.
Pune’s April and May make that concrete. A top floor flat under a bare slab in Kothrud or Hadapsar is measurably harder to cool than the same flat under a planted terrace. If your air conditioner runs less in summer, that is a recurring saving sitting alongside the tax rebate.
We are careful not to oversell this. The figures above come from studies in other Indian cities, under their own conditions, and your result depends on coverage, media depth and plant density. But the direction is consistent across the literature, and clients raise it with us unprompted every summer.
Ongoing Cost: ₹1,500 to ₹3,000 a Month
Building it is one number. Keeping it is another, and the second one is where terrace gardens quietly fail.
Monthly garden maintenance for a terrace runs ₹1,500 to ₹3,000 and covers watering checks, pruning, pest management, drip line cleaning and seasonal replanting. Terrace gardens need more attention per square foot than ground gardens, not less, because containers dry faster, nutrients wash through quicker, and wind and sun exposure are harsher up top.
Budget separately for media top up every 12 to 18 months. Container media compresses and depletes, and a garden that looked lush in year one looks tired in year three purely because nobody added volume back.

Where People Waste Money
Patterns we see repeatedly:
Building beds before testing the habit. The most expensive terrace gardens we get called to fix are the ones built at full scale for someone who discovered they do not enjoy gardening. Start with containers. Spend ₹20,000 and one monsoon finding out. Then build.
Cheap waterproofing on an old slab. A ₹15,000 saving that becomes a ₹1,50,000 repair, because fixing seepage means removing the garden above it first.
Heavy planters bought on looks. Ceramic and concrete pots that push the load budget and then cannot be moved when you want to change the layout.
Skipping the drip timer. Then losing a season of plants to one holiday.
Starting in monsoon. July and August are the worst months to begin. Waterproofing needs dry cure time, and mortar does not set properly in constant damp. Square foot ranges are a starting point, not a quote. The three things that decide your actual number are the state of your waterproofing, your building’s age and structure, and how you get materials to the roof. None of those can be assessed from a photograph.
