A cleanup is enough when the bones of the garden are fine. The lawn is patchy but alive, the paving is sound, the drainage works, and the problem is simply that nothing has been cut in a year. Clear it, then keep it clear.

A cleanup isn’t enough when clearing reveals real damage. Waterlogged patches that killed the grass, paving cracked and lifted by roots, or a lawn that’s more weed than grass at this point. In those cases the honest answer is garden renovation or lawn re-laying, and we’ll say so after the clearing rather than pretending a tidy-up fixed it.
